If you prophesy in the New Covenant and have dreams and visions, this passage is about you. In fact, if you follow every each character in the New Testament who practiced prophecy, they were all Jews. Not one was a Gentile. It has not changed today. Only members of the Remnant of Yisrael to Moshiach prophesy. That said, may random people also prophesy who are not Jews. According to the exposition of God’s Word, they may be the prophets of Baal and the prophets of Asherah in 1 Kings 18. Please check their fruits and the words from their lips. Do they glorify God or do they glorify themselves? Do they take your money? Jesus paid it all. Don’t pay additional fees.
Gentile believers in Christ exhibit many spiritual gifts such as the ability to cast out devils and demons, pray, believe, speak unlearned languages (tongues), healing the sick, the gift of teaching, pastoring, the gift of giving, and many others. All need to be good stewards, ready to give an account of what we did with all the resources that God gave us during out life time.
In Romans 12, Paul speaks of the grace of God that is given to One Body, but in differences due to His grace given to one from another, we are to wait on our ministering.
So we, being many, are one body in Christ, and every one members one of another.
7Or ministry, let us wait on our ministering: or he that teacheth, on teaching;
Joel the Prophet is mentioned by name only once in the Tanakh, in the introduction to his own brief book, as the son of Pethuel (Joel 1:1). The name Joel combines the covenant name of God, יהוה, and El (god), and has been translated as “one to whom יהוה is God,” that is, a worshiper of YHWH. Therefore, as we shall read later, “your people“, Joel’s people, are the members of Yisrael. Joel’s people are the cultivated branch of the Olive Tree. “Your sons and daughters” below do not refer to one who is Gentile genetically. The Gentiles are those who do not have a single DNA from the 12 tribes. They are the grafted, wild branch to the Olive Tree. Through faith in Moshiach and through obedience as a chaste bride waiting for her Bridegroom to come receive her, the Church (the grafted branch) shall also partake in the inheritance of the Lord. This is all made possible by the love of God and the grace that He freely gives.
The expression of “your sons and daughters” belongs to people such as Peter, John and Paul, who were all descendants from the House of Yisrael, they having put their trust in Christ as the Redeemer of Israel and the Holy One of Israel. All three individuals, along with others, are recorded to prophesy and have dreams and visions in the 27 books of the New Testament.
Romans 1:16 | For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek.
In the chronological order as laid out in the New Testament, it was indeed the Jews first who not only were filled with the Holy Spirit in Acts 2, those 120 people of the tribes in the upper room in Jerusalem, but they also spoke in tongues to thousands of Jews who came to the Temple at Shavuot (Pentecost by Greek) as commanded in the Torah. The 120 prophesied to fellow Jews and at the end of the day of Shavuot, on the sixth day of Sivan.
Exodus 23:17 | Three times in the year all thy males shall appear before the Lord GOD.
This way, because of the spreading of the Gospel, first by the Jewish believers and then the Gentile believers, both Jews and Gentiles may partake in the inheritance of the Son of God, the rightful heir to the Father’s riches.

The days of the Good News saw both Jews and Gentiles coming to believe in not just God, but the Father of the Lord Jesus Christ, through Jesus. Praise God.
Acts 14:1 | And it came to pass in Iconium, that they went both together into the synagogue of the Jews, and so spake, that a great multitude both of the Jews and also of the Greeks believed.
The Allocation Of Specific Gifts To The Messianics
Messianics, those remnant in the House of Yisrael. as myself, who turned to Moshiach, Eashoa (Jesus, Y’shua in other languages), were long prophesied in Joel 2 upon the day of salvation. From the Gospel according to John, the first disciple that was called by Eashoa was Andrew. We know the third disciple was Simon Peter (Shimon Kefa bar Yokhanan), the brother of Andrew.
John 1
35Again the next day after John stood, and two of his disciples;
36And looking upon Jesus as he walked, he saith, Behold the Lamb of God!
37And the two disciples heard him speak, and they followed Jesus.
40One of the two which heard John speak, and followed him, was Andrew, Simon Peter’s brother.
In Matthew 4, it is written by Levi, who prefers to go by his original given name, Matthew. that both Andrew and Simon were called to follow Him on His travels on the same day. These two passages are not in contradiction to each other. John carried the introduction of Andrew for Simon to Eashoa. It was the first time that both brothers met the Lord. By then, Andrew had spent half a day getting to know Eashoa. Eashoa also renamed Shimon to Kefa.
18And Jesus, walking by the sea of Galilee, saw two brethren, Simon called Peter, and Andrew his brother, casting a net into the sea: for they were fishers. 19And he saith unto them, Follow me, and I will make you fishers of men. 20And they straightway left their nets, and followed him.
In the last days, since 1948, we are now experiencing a revival of the House where the scattered seeds of Yisrael are now coming back to the Father but this time through the Son, Eashoa and not by the Mosaic Covenant. We, the Remnant of Yisrael, are now being circumcised in the heart to Father’s prophecy provision in the Torah in the last days. The blade of the circumcision is the Sword of the Spirit HaQodesh. So this circumcision is happening in the spiritual places of our system. Deuteronomy 30 6And the LORD thy God will circumcise thine heart, and the heart of thy seed, to love the LORD thy God with all thine heart, and with all thy soul, that thou mayest live.
Joel is from the Old Testament. I know many half-baked believers in the age of Laodicea rejected the Old Testament. Therefore, this message is not for them, by faith they have rejected the promises of the Old Testament. This message is for those who love the LORD and receive Him from Genesis to Revelation. To those who are part of the full gospel.
Joel 2
29And also upon the servants and upon the handmaids in those days will I pour out my spirit.
30And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke.
I am one of the sons and daughters of the House of Israel as the LORD had Joel 2 prophesy and Peter repeat it in Acts 2.
I am given to prophesy because of God’s promise, and He is not confined by time and dispensation. These are the things that some scholars preferred and derived partially from their reading of the Bible and other occult text.

28 And it shall come to pass afterward, that I will pour out my spirit upon 👉🏽1 all flesh; and 👉🏽2 your sons and your daughters shall prophesy, 👉🏽3 your old men shall dream dreams, 👉🏽4 your young men shall see visions:
29 And also upon 👉🏽5 the servants and upon the handmaids in those days will I pour out my spirit.
30 And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke.
(1) and (5) are open gifts to all believers, Jews or Gentiles.
(2), (3) & (4) are for the Remnant of YisraEl.
Therefore in 2019, you do not have to submit your genetic specimen to a DNA test to find out if you are a Jew by blood. In fact, no DNA test will tell you if you are from the “other tribes” of Yisrael: Reuben, Simeon, Dan, Naphtali, Gad, Asher, Issachar, Zebulun, Joseph: Manesseh and Ephraim. The 3 Jewish tribes are simply the Levi, Judah and Benjamin.
Jacob’s twelve sons (in order of birth), Reuben, Simeon, Levi, Judah, Dan, Naphtali, Gad, Asher, Issachar, Zebulun, Joseph and Benjamin, become the ancestors of twelve tribes, with the exception of Joseph, whose two sons Mannasseh and Ephraim, who were adopted by Jacob, become tribal eponyms (Genesis 48).
But the Word of יהוה in Joel 2 and Acts 2 circle in those who are “your sons and daughters”, “your old men” and “your young men”. To those these specific gifts of the Ruwach Elohiym shall exhibit in our walks with Moshiach: Prophecy, dreams and visions. Whereas for all believers of the New Covenant both Jews and Gentiles will exhibit the full spectrum of the Spirit’s gifts.

He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
